When production started onCaptain America: Civil Warback in May,Marvelreleased theofficial synopsisfor thisPhase Threeadventure. The plot rundown reveals that, “another international incident involving the Avengers results in collateral damage,” which leads to “a system of accountability and a governing body to determine when to enlist the services of the team.” We know now that this “governing body” is known as the Sokovia Accords, named for the Eastern European city that was destroyed inAvengers: Age of Ultron, which was also mentioned in the end credits scene ofAnt-Man. Today,Heroic Hollywoodhas details of what this “international incident” that triggers the Sokovia Accords really is. This incident reportedly involves Captain America (Chris Evans) andScarlet Witch, who team up to apprehendCrossbones(Frank Grillo). This mission is complicated further since Crossbones is wearing a “suicide vest” packed with explosives. In an attempt to contain the damage, Cap orders Scarlet Witch to use her magical powers to levitate Crossbones above ground, but she cannot contain the massive explosion, which happens near a large, populated building, causing more “death and destruction.”
In the originalCivil Warcomics, the war was started after the New Warriors destroy numerous city blocks while trying to apprehend a supervillain. This leads to the Superhero Registration Act, where all superheroes and villains are required to register with the government and reveal their true identities to receive training through S.H.I.E.L.D. It seems the general premise of the comics is intact, but since S.H.I.E.L.D. was torn apart inCaptain America: The Winter Soldier, it’s unlikely the organization will have any sort of presence here.
While these details have not been confirmed, it would account forFrank Grillo’s brief amount of time on theCaptain America: Civil Warset. The actor revealed in late May, just a few weeks after production had started, that he had already wrapped, and we saw set photos featuring the actor engaging in battle withChris Evansduring his time on the set. Still, don’t expect these details to be confirmed any time soon, with production still going on in Germany.
